What is a PPS Number

PPS (Personal Public Service) number is an Irish equivalent of a personal tax number that citizens of every country obtain. In Poland, PPS is known as Numer Identyfikacji Podatkowej” or short “NIP. In the UK, this is a unique taxpayer reference (UTR) and the Spanish get Numero de Identificacion Fiscal (NIF). 

The Revenue of Ireland gives the following definition of PPS. This is “ a unique reference number that is needed for all dealings with public service agencies, including Revenue.” The purpose of PPS number is to eliminate the possibility of public office confusing one person with another. Quite often Personal public service number is referred to under the abbreviation PPSN.

In Ireland, a person regardless of their age can apply for a PPS number to the Department of Social Protection. Previously, PPSN was known as Pay-Related Social Insurance (PRSI) number. 

I am Irish Resident — Why Do I Need PPS Number

The need to obtain Personal Public Service Number for Irish residents is explained with the right to apply for certain social benefits services, public services and information in Ireland. These include but are not limited to obtaining Pupil ID, Free Travel Pass, House Grant, Child Immunisation, mortgage interest relief, driver theory testing and driver’s license.
Irish residents who meet one of the following conditions, already have PPSN:

  • Born in or after the year 1971;
  • Started working in Ireland after 1979;
  • Getting a social welfare payment;
  • Participating in the Drugs Payment Scheme.

If you’re an Irish resident who requires PPSN for yourself or for a child, you should apply for PPSN online via MyAccount. Third parties are not authorised to act on your behalf in such cases.

Reasons to Obtain PPSN in Ireland for Non-Residents

So, PPSN is required for persons to apply for public services and gain access to medicine, the labour market, and education. Thus, there’s an extensive list of cases when non-resident persons are legally required to obtain Irish PPSN.

  • Foreign students arriving in Ireland (with exception of Erasmus students);
  • Sole traders operating within the country;
  • Employees (including remote employees) working for Irish companies*;
  • Refugees arriving in the country;
  • Non-residents who own residential property in Ireland.

*You don’t need to obtain PPS number in Ireland if you’re only looking for a job. 

How to Obtain PPS Number in Ireland for Non-Residents

You may wonder “I am not a resident of Ireland, I need a PPSN, but I can’t travel to get it. What should I do?” For non-residents, the procedure is straightforward. 

To get PPSN in Ireland, non-resident individuals should file application to the Department of Social Protection supplying the following documents:

Proof of their identity. The type of document depends on the residence of the applicant:

  •  Current Valid Passport or National Identity Card for EU and EEA residents.
  •  Current Valid Passport for non-EU or EEA residents

Proof of address. The proof of address must contain individual’s name and can be one of the following:

  • Household utility bill
  • Bank statement
  • An official letter or document
  • Verifiable employer’s letter
  • Agreement of tenancy or property lease
  • Accommodation property owner or manager*
  • Сomfirmation of address by third party

Submission of the abovementioned documents must be reinforced with the reason you need to obtain a local PPSN.

*Where an applicant is staying with friends/relatives an original household bill plus a note from the bill holder confirming residency at the billing address is acceptable. This note can be written on the bill itself.

If business is liquidated, the company’s liabilities are treated separately to those of its shareholders and directors, in a way, protecting them from debt and financial losses of the business itself. Partnerships, on the other hand, have limited and unlimited partners who are treated as legal persons. Unlimited partners are responsible for all debt and liabilities accrued by the business.

A company can be closed or wound up by a process called Voluntary Strike-Off. This is a quick and easy way to dissolve the company without any consequences for the founders and directors. Both trading and non-trading companies can be closed. The main criteria for eligibility would be no debts and no assets above €150. If this condition is not met, the company shall be liquidated or will be struck off the register by CRO by a process called Involuntary Strike Off with possibility of fine.
